Scott Breedlove is the Assistant Director for the Missouri Credentialing Board, teaches Substance Abuse Classes for Columbia College, conducts weekly group classes for Probation/Parole and Division of Family Service clients and is Pastor of Landmark Church. Scott has a Master Degree with an addiction emphasis from the University of South Dakota and has almost 24 years of personal long-term recovery. Scott conducts trainings and speaks at conferences throughout the United States.

Juan Wilson is a detective for the City of St. Charles Police Department and has been with the department since 2006. He has been assigned to numerous specialty positions to include an undercover detective for the St. Charles County Regional Drug Task Force. As a Task Force Officer with the Drug Enforcement Administration St. Louis Division since 2012, Juan has spearheaded an effort to investigate deaths that resulted from the distribution and use of narcotics, more specifically heroin. In May of 2015, The Eastern District of Missouri reviewed several of Juan’s cases and indicted 4 defendants for their roles in the distribution of heroin that caused a death. Juan’s efforts have afforded him opportunities to participate in two ABC Nightline documentaries about the heroin epidemic in St. Louis and the surrounding area, local news airings on Fox 2 News and KPLR 11, as well as awareness videos on YouTube. Juan works closely with families, local treatment centers, school districts, non-profit organizations, and community outreach groups by providing drug awareness and education. Juan has training in various areas of law enforcement including Advanced Undercover Training by the Memphis Police Department’s Organized Crime Unit and Medicolegal Death Investigator Training by the St. Louis University’s Medical Examiner’s Office.

DEA 360 Strategy – Battling Prescription RX and Heroin Misuse

Ashley Mooring, MSW, LMSW, joined as the Eastern Region’s Emergency Room Enhancement (ERE) Coordinator in August 2015. In this role, Ashley provides leadership for the ERE Outreach Team, which is comprised of clinical staff from the Eastern Region’s 7 Community Mental Health Centers. Previous to this role, she worked for Shalom House as their Transitional Housing Coordinator, providing oversight, counseling, direct case management, and supportive services to women with severe mental illness and co-occurring disorders who were transitioning from homelessness to independent living. In her 14-year career in social services, Ashley has also worked for BJC Behavioral Health as a Social Work Case Manager, and as a PRN medical social worker for Barnes-Jewish Hospital. Prior to moving to St. Louis, she was instrumental in building and leading Pepperdine University’s Volunteer Center, where for 9 years she supervised staff and student leaders who provided service opportunities for 1,200+ students annually with over 100 different organizations worldwide. She also helped managed generous grant funding to augment curriculum with service learning opportunities focused on social justice and diversity issues. Ashley received a MSW from Washington University’s Brown School and a MA from Fuller Theological Seminary.

Paul Thomlinson is a licensed psychologist with specialties in organizational, clinical, and experimental psychology. He is the Vice President for Research and Quality Assurance for Burrell Behavioral Health. He obtained bachelor’s degrees in psychology and sociology from Southwest Baptist University, and went on to earn the MA degree in General/Experimental Psychology, and the PdD in Industrial/Organizational Psychology, both from the University of Southern Mississippi. Subsequently, Dr. Thomlinson completed a post-doctoral respecialization in Clinical Psychology.
