Mark Shields is a licensed professional counselor and certified reciprocal advanced alcohol and drug counselor with 30 years of experience in the behavioral health field. He received his bachelor’s and master’s degrees in counseling from the University of Missouri in 1981 and 1984, respectively. His post-graduate professional work experience includes: Inpatient psychiatric hospital-based substance use disorder treatment; Prison-based substance use disorder treatment; Halfway house services for offenders; Psychiatric day treatment; and Community-based outpatient substance use disorder and mental health counseling. For the past 15 years, Mr. Shields has served in various roles related to the Statewide administration and oversight of community-based substance use disorder treatment and recovery services as a staff member of the Missouri Division of Behavioral Health. He is currently the project director for Missouri’s Access to Recovery (ATR) and Medication Assisted Treatment-Prescription Drug and Opioid Addiction (MAT-PDOA) grants.

Missouri’s Medication Assisted Treatment-Prescription Drug and Opioid Addiction (MAT-PDOA) grant. The purpose of this grant is to increase capacity and provide accessible, effective, comprehensive, coordinated/integrated, and evidence-based medication assisted treatment (MAT) and other recovery support services to individuals with opioid use disorders seeking or receiving MAT. Goals of the grant are to: 1) increase the number of individuals receiving MAT services with pharmacotherapies approved by the FDA for the treatment of opioid use disorders; 2) increase the number of individuals receiving integrated care; and 3) decrease illicit drug use at 6-months follow-up.

Robertson, PhD, Christopher

Christopher Robertson, PhD is a Missouri Department of Mental Health Certified Forensic Examiner at Center for Behavioral Medicine, which operates an outpatient forensic evaluation department and an inpatient competency restoration unit. Dr. Robertson obtained a PhD in Clinical Psychology from the University of North Carolina-Greensboro.

Competency to Stand Trial and Intellectual Disability: Examining the Likelihood of, and Factors Influencing, Restoration of Competence to Proceed to Trial

Defendants diagnosed with Intellectual Disability and committed to the Missouri Department of Mental Health as Incompetent to Stand Trial at two hospitals in western Missouri were examined to determine likelihood of competency restoration following treatment. The influence of demographic, criminal, psychological, and treatment variables on restoration was also examined. The background, method, results, and implications/future directions (including methods of restoration treatment) of this study will be presented.

Bond A. Lovasz is Second Associate Vice President of Protective Asset Protection. Ms. Lovasz is a regulatory attorney, member of the Missouri Bar Association and a graduate of Thomas M. Cooley Law School.

Matthew Lovasz is President of Bio-One St. Louis and a regional expert on bio-hazardous clean up. Mr. Lovasz is a graduate of Missouri Central University and spent ten years in law enforcement.

Kent E. Newcome, LCSW is a graduate of the Brown School of Social Work at Washington University-St. Louis. He has over 40 years experience in the field. Mr. Newcome does his clinical work at Saint Louis Behavioral Medicine Institute.

The speakers will present a brief overview of hoarding disorder as it is conceptualized from three points of view; hoarding as a mental illness and best practices to treat the hoarder and family, as a bio-hazard and what safe clean up of the property entails and as a legal challenge to protect the rights and privacy of all parties involved. A model for the integration of these viewpoints will be outlined, suggestions on how to design and organize teams for specific situations will be offered. A case study illustrating application of the model will be presented with participate role-playing exercises. Attendees will be provided educational materials to offer those who suffer from hoarding disorder, handouts and lists of resources and supportive organizations to facilitate implementation of the approach.

Janice Bunch, MA, NCC, LPC, SQP, has worked within the mental health field for the past 8 years. She holds a Master’s Degree in Counseling, is a Missouri Licensed Professional Counselor, and a National Board Certified Counselor. She has supervised case managers for the past 6 years and has helped to develop the case management department at Gibson Recovery Center. Janice has presented at local Bipolar Support Alliance groups, local community fundraising groups, and has spoken to case managers at luncheons in their area about collaboration of services.
